By AMY WILDE For the Litchfield Rail Delays in the process of obtaining a $2 million federal grant for renovating historic downtown buildings caused the Litchfield City Council to take the bull by the horns Monday evening and reauthorize a much smaller, city-funded facade renovation grant that has been in place since 2016. Council members indicated a desire not to halt progress being made downtown for the year or two it might take the larger federal grant to materialize.
